Trigger Description	Run the person competency synch messages.
Action Description	Notifies the Application Message Administrator when: Message is successfully processed. Delete message is received and error is not processed. Person does not exist in Enterprise Learning Management and error message is not processed. Competency code is not defined in Enterprise Learning Management and error message is not processed.
